The Jet Propulsion Laboratory's business IT services division, Enterprise Business Information Services (EBIS), seeks an IT and business savvy portfolio and work process leader to join our team.

The Jet Propulsion Laboratory (JPL) leads the world in robotic and autonomous missions in earth orbit, solar system, and in the study of the universe. JPL is a Federally Funded Research and Development Center managed and operated by California Institute of Technology on behalf of NASA. Supporting the Laboratory’s business requires an ever evolving business IT portfolio of over 150 applications and systems to support its robust and complex business needs.

Our organization leads the full systems development and implementation lifecycle across all the major business processes at the Laboratory. A highly impactful, far-reaching role, you can demonstrate a highly collaborative behavior, be results-oriented, exhibit domain expertise whose experiences couple both technology and business sense. You will join a dedicated team of IT professionals in the continuous delivery of business IT services to the Laboratory community.

The EBIS IT Process and Portfolio Leader will take a leadership role within the EBIS division, leading and supporting the Laboratory’s business IT portfolios, the Division’s work processes, and other key functions requiring coordination across multiple teams, programs, and projects.

Your job duties include, but are not limited to the following:

  • Being responsible for the business IT portfolios
  • Partnering with others in improving the business IT services strategy, annual plan, and coordinating project and program lifecycle activities across all partners
  • Analyzing, enhancing and coordinating the business IT project portfolio
  • Contributing as a member of the CIO Project Management working group
  • Analyzing, enhancing, and making recommendations to our business IT application portfolio
  • Supporting business case formulation with our partners, including our own
  • Supporting IT strategy formulation and refinement within EBIS
  • Coordinating divisional workforce management initiatives partnering  with the division management team
  • Offering role based (analysts, developers, DBAs, hybrid roles, etc.) and IT project centric training and professional development
  • Supporting external sourcing/partnering of IT talent
  • Supporting business IT projects through initial structuring of consistent project planning, budgeting in partnership with business manager, and reporting including all aspects of resource and financial components regardless of project approach (agile/scrum, waterfall, etc.)
  • In partnership with the EBIS Capabilities, Architecture, Technology office, implement a continuous loop of work processes effectiveness feedback, improvement, rollout and adoption

Qualifications

Required Skills:

  • Typically requires a BA/BS degree in Business Information Systems, Management Information Systems, or related Computer and Information Technology discipline with 5+ years of related experience, or Master’s degree in similar discipline with 3+ years of related experience.
  • Possesses strong written and verbal communication skills
  • Deeply collaborative
  • Excels in a team environment
  • Possesses strong emotional quotient with an ability to understand multiple perspectives
  • Leads and influences teams
  • Brings knowledge and experience of IT centric processes including project management and software development lifecycle, both gile and waterfall methods
  • Familiar with IT project support tools (e.g. JIRA, Confluence, scheduling, etc.)
  • Experience with resource management in IT organizations (people, financial/budget) with emphasis in project centric/matrix IT organizations
  • Proven track record in developing collaborations and improving teamwork across a diverse set of technical teams leading to more efficient and innovative outcomes

Preferred Skills:

  • MBA or related degree a plus
  • IT leadership experience with enterprise resource planning systems
